This Order grants confidential treatment to the redacted sections of LinkBermuda’s ICOL201313Rev1-762 response to the RA’s 2023-24 Electronic Communications Market Review Questionnaire dated 30 January 2024, submitted to the RA on 19 February 2024.

In the interest of openness, good governance, transparency and pursuant to section 5 of the Public Access to Information Act 2010, the RA provides this Information Statement.

THIS ORDER is issued by the Regulatory Authority in accordance with sections 13 and 63 of the Regulatory Authority Act 2011 and section 23 of the Transmission, Distribution and Retail Licence to issue the Bulk Generation Procurement Rules.

This letter formally initiates the review of retail tariffs charged by BELCO to consumers in Bermuda, for the review period starting from 01/01/2024.

The Regulatory Authority of Bermuda is issuing this General Determination to establish the methodology for setting the Retail Tariff charged by the TD&R licensee to the electricity consumers in Bermuda.

The Regulatory Authority of Bermuda has enacted the Regulatory Authority (Retail Tariff Methodology) Interim General Determination 2023 (IGD) which establishes the updated methodology for the calculation of the retail tariff on an interim basis.

This Administrative Determination has been prepared by the RA in accordance with the publication of the Regulatory Authority (Service Standards Indicators for Electricity Licensees) General Determination 2019. It is intended to update the Service Standards Indicators – Performance Targets for 2021 and 2022 issued 16 September 2021 through Order #20210916. The Administrative Determination lists the target levels of performance that the RA expects BELCO to achieve as the sole Transmission, Distribution and Retail licensee and as a Bulk Generation licensee for 2023 and 2024.

This Order sets BELCO’s Allowed Revenue for the twelve (12) month period, 1st January 2023 to 31st December 2023. The Allowed Revenue may subsequently be adjusted during the period, as a result of changes in BELCO’s fuel costs.

This Order establishes the Allowed Revenue that BELCO may collect through tariffs from electricity end-users starting on the effective date of the Retail Tariff, 1 January 2023, for the twelve (12) month period, 1 January 2023 to 31 December 2023.

In the matter of the Electricity Act 2016, as amended (EA), and in accordance with section 40 of the EA, NOTICE IS GIVEN that the Regulatory Authority (RA) requests an Integrated Resource Plan (IRP) proposal (IRP Proposal) from the Transmission, Distribution and Retail (TD&R) Licensee that complies with the requirements of this Notice, the EA, and any relevant administrative determinations.
