The purpose of this Preliminary Report and Proposed Decision (“Preliminary Report”) is for the Regulatory Authority of Bermuda (the “RA”) to seek public input regarding the Change of Control request (“the Proposed Transaction”) submitted by Globenet Cabos Submarinos Bermuda Ltd. (“Globenet Bermuda” or the “Licensee”).
